In a significant development for Canada's home care sector, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, has announced new and enhanced caregiver pilot programs. These programs will replace the existing Home Child Care Provider Pilot and Home Support Worker Pilot, which are set to conclude later this month.
Permanent Residence on Arrival

One of the key features of the new pilot programs is the provision of permanent residence (PR) status to caregivers upon their arrival in Canada. This marks a significant shift from the previous system, where caregivers had to work for a certain period before becoming eligible for PR. The new approach will provide caregivers with greater stability and certainty as they begin their lives in Canada.
Expanded Work Opportunities
Under the new pilot programs, caregivers will be permitted to work for organizations that offer temporary or part-time care for individuals who are semi-independent or recovering from injury or illness. This expansion of work opportunities will allow caregivers to find suitable employment more easily and work with reliable employers.
Eligibility Criteria To be eligible for the new pilot programs, candidates must meet the following criteria:
Achieve a minimum of Canadian Language Benchmarks (CLB) level 4
Possess the equivalent of a Canadian high school diploma
Have recent and relevant work experience
Secure a full-time job offer in the home care sector
These requirements ensure that caregivers entering Canada through the pilot programs have the necessary language skills, education, and experience to provide high-quality care to those in need.
Meeting Canada's Evolving Home Care Needs
The introduction of these new PR on arrival pilot programs represents a significant step forward in Canada's efforts to address the changing home care needs of its diverse population. As the country's demographics shift, with an aging population and increasing demand for home care services, these programs will help ensure a stable and qualified workforce to meet those needs.
More information about the new caregiver pilot programs will be made available before their official launch. This will include comprehensive eligibility criteria and detailed instructions on how to apply. Interested candidates should stay tuned for further updates from Immigration, Refugees and Citizenship Canada (IRCC).
